[ebxml-cppa] delivery channel selection

ESSENTIAL VERSION 1.1 FIX

I just realized that there is a serious omission in the descriptions of the
ServiceBinding and Override elements. The specification discusses the
delivery channel IDs under these elements as related to received traffic.
While that is true as far as it goes, it leaves out an essential statement.
The delivery channels specified under ServiceBinding and Override  relate
to this party's receive properties.The delivery channel actually used by
this party to send a message MUST be one of those under the PartyInfo
element of the OTHER party. The correct way to state the solution is to add
text stating the the runtime MUST pick the correct channel from the OTHER
party's ServiceBinding and Override elements under the same
CollaborationRole element.
