There is a duplicateElimination attribute under the MessagingCharacteristics
element. This change can be found in
http://lists.oasis-open.org/archives/ebxml-cppa/200201/msg00036.html. I
believe it should also be in draft-cpp-cpa-08b.xsd.

Unfortunately, the 1.02 draft was not posted such that the XSD included in
Appendix D is available as a separately available document. I believe that
starting with the 1.03 draft, Tony will include the XSD and sample XML
instances as separate files in the zip package.

Your other complaint about the DuplicateElimination element being completely
empty and without attribute should probably be addressed to the ebxml-msg
TC. I will forward your feedback separately.
