[ebxml-cppa] Version 1.1 issues assigned for review

As discussed during today's call, here are the assignments of current version 1.1 issues to voting members (minus Dale) for review at the F2F.  (Issues 198-206 are the 8 new issues from Peter Ogden distributed via email yesterday but not triaged during today's call due to lack of time.  Some of them may be deferred beyond version 1.1 when we discuss them next week.)
