[ebxml-cppa] Requirements document update

I have attached the updated requirements document.  Changes are:

   Added the glossary including the definition of Negotiation BPSS Instance
   Document requested in today's conference call.

   Added a statement that legal matters are out of scope for version 1 ( in
   section1.2).

Per consensus during today's conference call, the requirements document
will not be changed unless there is a consensus that a major addition is
needed.
