Good point. 

The issues editor (currently Tony or me) 
is charged with avoiding collision 
(at least) in issue numbers, and maybe
trying to keep them monotonically increasing
without skipping...

I couldn't think of an easy way to have
a counter do the work since many issues might
be entered by hand as well as through the form.
(So the form would not be the arbiter of
the counter value.)

We could store the last used issue number at some
URL etc...Any solution you think would be easy?

It is not clear to me how the "Issue Number" is generated. I think it
should
be an output rather than an input. That is, it should not be assigned by
the
submitter.
