Good point. The issues editor (currently Tony or me) is charged with avoiding collision (at least) in issue numbers, and maybe trying to keep them monotonically increasing without skipping... I couldn't think of an easy way to have a counter do the work since many issues might be entered by hand as well as through the form. (So the form would not be the arbiter of the counter value.)
