I have also seen this problem and was not able to determine that there
was a solution.  From my interpretation of the spec,  BPSS lacks this
(and other) pieces of information necessary for a state-machine to
execute the process between two disparate trading partners at Runtime.

I have cc'd Brian Hayes from BPSS.  Perhaps he can answer this and I
will stand corrected.
