[ebxml-iic] XML version of Interop Test Suite

Eric and all,

  Here is the XML instance of the ebXML Interop Test Suite, for
comparison to the
ebXMLTestSuite.xsd schema.  Note that there are some ongoing changes
here.. they
will be fixed in the next revision of the Test Framework
Document.
