Fw: <1.0 bug> action attribute in section 7.5.8.1

Can the eBTWG and ebxml-msg workgroups come to some
agreement on the proper use of the Service and Action
elements in the ebXML message header, i.e., how these
elements ought to be populated with parameters from a
business process specification?
