[ebxml-msg] Use the List Wisely

Many of the readers of these emails spent time setting up filters to
separate emails into proper categories.  Please, when sending emails,
instead of CC'ing a list, put the list into the "To" field.  This allows for
filters to do their thing, and makes life so much easier.

Don't mean to offend, just need some organization here.  Thanks.
