Here is a draft schedule for discussion since 
I saw nobody volunteering to draft it.

About one month+ for resolving all issues, comments, and editorial
updates. It is by the first week of February 2007.

One week for the final TC review, one (to two) week(s) to incorporate
the comments. The following two voting is on the third week or 4th week
of February.
    1) making the spec Committee Draft.
    2) deciding whether there is substantial change in the new CD or not.
         OASIS rule requires a second 15days public review, if the
         spec has substantial change.

If we need 15days second public review, we will submit it for a second
public review by the end of February. 
Then the target date for OASIS submission is April 15, 2007.

If we do not need second public review, we will submit it to OASIS for
final member voting by March 15, 2007. In this case, we need the
following additional two voting. Note these are super majority vote.
    3) making the CD to Committee Specification.
    4) submitting the CS to OASIS member voting.
