I was part of the workgroup that contributed towards the development of these e-gif documents http://www.apdip.net/projects/gif/serieslaunch I think that they are very good and since they were developed with funding from the UNDP there should not be any restrictive copyright issues.

I hope that many members of the OASIS eGov community will feel motivated 
to respond!
The work you are doing is very much in line with the eGMS Work Plan. 
Several governments have stressed that they hope our activities will 
benefit less advantaged countries - not just the richest ones!

Your key question is really provocative : I look forward to seeing 
responses!
