Carol, The indication from the services was indeed that there *is* new money here – for the proposed executive Agency and for itsfuture mandate to render current
or future pilots operational: ENISA was referred to on several occasions as a useful parallel rather than the (relatively) massive TEN-T EA, although preliminary indications point to the new agency also being Brussels-based and under the authority of DG-INFSO….but

The huge Trans-European Networks for the Rail and Energy sector have spawned powerful Agencies, especially the Trans-European
Transport Network Executive Agency (TEN-T
EA) based in Brussels. There seem to be some tensions between the European Commission and these (almost) independent agencies when created. Of course, ENISA (based in Crete) is a similar Agency, but operating on a smaller scale. Thanks for the interesting blog,
