Well I would suggest, that in the analysis fase it is useful to colloect
the information for the purpose of clarification and discussions related
to mapping. In the schemadevelopment phase the agency may constitute a
namespace in order to supply the datadefinition with a semantic level.

I would propose the following modification to the purpose:

"The resulting mappings will show the information or services
integrated
according to function or topic, **in addition to** agency
jurisdiction."
