As we briefly discussed last week in the Interoperability Services, one 
of the complementary efforts within ebXML IIC may assist your team.  The 
ebXML IIC team has just approved as a TC specification for a Deployment 
Template.  Perhaps this template could be used to enable a description 
of the eGovernment requirements for application transport.

I've cc: the lead for the template effort, Pete Wenzel, and attached are 
the template and an instance.

Perhaps you can assist one another, as I believe Pete is also active in 
ebMS team.

I have converted it to a PDF and then ZIPed the file so it is down from 9 Mb to 300k.
