Subject: [egov] RE: OASIS e-GOV TECHNICAL COMMITTEE

Patrick
Just to pick up on your point about the needs of developing/transition
economy governments, in my original thinking I thought we would pick this up
under either the requirements or best practices sub-committees, or both. We
will probably find there are groups of countries that have different
requirements across many aspects, and the developing/transition economy
governments could be one such group. We probably need to get some of these
countries actively involved in the TC before we can make best judgement on
this aspect.

John

John,

This is an excellent start to begin structuring the work programme for the
e-Gov TC.

To help on your item #6, Language Translation, I have forwarded the work
programme document to Tony Jewtushenko, Chair of the OASIS XLIFF TC (XML
Localization Interchange File Format), so that any OASIS members with
expertise in Language Translation/Localization will be aware of your need
for their assistance.

If you find that this TC needs to have various documents translated into
multiple languages, please let us know. As this is not a normal cost
associate with our TCs, we can certainly entertain proposals as to how best
to provide this service for the e-Gov TC and possibly seek sponsors for such
extra services.

Your TC may also want to consider forming a sub-committee to deal with
another aspect of different countries with e-Government planning needs.
This could be some type of effort focused on those governments in developing
and transition economies. Many of the attendees at the Pan-European
Regional Conference in preparation for the World Summit on Information
Society (WSIS) last week in Bucharest were from governments in eastern
Europe and CIS (Commonwealth of Independent States). While many expressed
interest in joining the e-Gov TC, they viewed their needs in
planning/implementing e-Government standards as somewhat different from
those from governments in developed countries. So you might also consider
the needs of developing/transition economy governments in forming
sub-committees.

Further to me -e-mail below, please find attached as promised the discussion
paper relating to items 3 an 4 of the agenda, ie relating to the work
programme and organisation of the TC. Any views on this in advance of the
meeting would be appreciated.
