Subject: [egov] e-Forms for E-Gov

I am working with a "top standard 100 government forms" project here in Finland. Our target is to build a multilingual UBL/ebXML compliant registry populated with 700 government (including local, national and EU-level) forms. We have agreed with the government-side that the outcomings of this project will be publicly available and our explicit target is to conform with the UBL / ebXML standardisation efforts. This was one of the reasons I am one the initiators of and participate the OASIS e-Government TC work. 

I agree with Brand that this project could be one of the UBL-extensions.  In our project we are using XML-constructs as defined by the UBL where possible . 
Originally we chose the ebXMLCoreComponent - Business Information Entity approach in order to enable flexible adabtation and interoperability with any future syntax. 
XForms is one very strong candidate, but we are already serving one private service provider (ISP) who has developed their own syntax.

I am licenced to provide more information, give presentations and participate the pilot / proof of concept projects. As soon as the e-Government TC ebXML - webServices subcommittee gets organized, I believe, we will know more about the working methods.
