One of the things that we should be focusing on is not (necessarily) where
UBL or some other specification can be leveraged, but where there is
vocabulary that is inherently governmental. Visa, passports, licenses, and
other forms of permission, authorization, laws, etc. it seems reasonable to
me to have eGov interface with UBL et al, but the *real* value of this group
will be establishing those things (i.e., concepts, ideas, tags, etc.) that
are exclusively within the domain of government.
