If you have the time please review these documents from Thomas and reply direct to him. Note that this has already gone to the UBL TC so some of you will already have seen it.
Question - is it worth issuing some Good Practice around this topic? We have similar documents in UK that we could add into the pot.

I am sorry that I forgot to add a subject to my last e-mail. So I re-send
the e-mail to you as follows.
I am the CTO of the Center for E-Commerce Infrastructure Development
(CECID). CECID is an R&D Center in Hong Kong, focusing on open source R&D
on ebXML. We have been commissioned by the Hong Kong SAR Government a
consulting project to develop an XML Schema Design and Management Guide
for implementing Government joined-up services. We have recently completed
a draft version of the Guide and are seeking comments from international
experts in this area. I believe your TC is a unique expert group who can
provide us with valuable insights especially from the perspective of an
eGovernment XML standardization initiative.
I have sent the package to the UBL TC for comments and the package is
available at:

would like to invite comments from your group.
Besides, may I join your mailing list as an observer? If you think we may
be of some help in your project, we are happy to contribute.
