I was hoping to have a few minutes during lunch or the end of the day to present a new e-Gov initiative called the Solution Architecture and Integration Lab (aka SAIL initiative).  White papers and briefing materials are posted at www.ICHnet.org/SAIL.htm

This virtual solution modeling and validation lab will establish a set of re-usable enterprise solution blueprints (using XML and MDA) that better align business needs with technical solution much like the building and manufacturing industry have already accomplished. The problems SAIL solves are multidimensional;

-       Major IT fail (never deploy) at an alarming rate due to inaccurate planning and architecture data; 72% (Gartner/GAO)

-       Users do not have access to critical architecture planning resources (expertise, best practices, lessons learned), needed to make sound IT investment decisions

-       Fast paced, over hyped technology market undermines most research and testing efforts.  The cost and time of validating proposed technologies exceeds the time and $ allocated.  This problem is further exacerbated by the lack of common nomenclature in which technical capabilities can be described in an unambiguous manner.

-       Given current IT failure rates, success with any E-Gov program requires access to implementation best practices and lessons learned, but there is no vehicle to enable this exchange.  

Though I am not sure how your committee might engage this effort, it is clear that the output of several standards efforts can be incorporated into the SAIL program as key enablers (we have already adopted MDA and ebXML to model solutions).

SAIL was created operationalize a number of e-Gov recommendations and guidance from several highly respected government/industry advisory councils and would like to know if OASIS would like to see its results be incorporated as we have done with other groups;
