As an FYI, the ebxmlrr project [1] is currently has a fat Java /Swing UI 
client for version 2.1 and is working on a state-of-the-art
XForms based UI for version 3.

We are finding XForms + ebReg to be a very good combination.

The UI we are building will also support user defined UI for user 
defined content.
The form's XForm UI, the forms XML Schema and the forms actual XML instance
data all reside in the registry.

Add to this the fact that form data when submitted can trigger event 
notification
and delivery of events to web services and we have a powerful yet simple
workflow capability.

All of this is very much intended for the end user (e.g. citizen) and 
for the run time.
