I believe that UBL is, in fact, the first XML payload format designed from the beginning to work within an ebXML framework. The idea was first proposed to members of the ebXML Executive at the ebXML meeting in Brussels (May 2000), and the group that was to become the OASIS UBL TC held the first of several organizational meetings in April 2001, a month before ebXML was released in Vienna. I believe that UBL is also the first XML payload format to have been designed from the beginning to conform to the ebXML Core Components Technical Specification.
