Following the discussion on the last concall, here is a brief outline of the
work I have in mind. (The scoping template mentioned proved elusive - if
anyone has it, please post to the list...)

Proposed work item:

Records Management in e-Government
==================================

Aim: To develop and record the consensus view of the eGov TC regarding
requirements and  issues for records management that are specific to the
context of e-Government. 

In scope: 

- distinctive characteristics of records capture and management in
e-Government contexts
- issues and problems emerging from the application of pre-egov records
management  principles and regulations, to e-Government contexts
- lessons learned from existing implementations
- list of references to (accessible) national &c policies specific to
e-Government
- recommendations and/or detailed requirements for the development or
extension of interoperability  standards

Out of scope:

- General considerations concerning records management and ERMS
- sustainable records (data format migration for long usable life)
- digital archiving
- data protection, freedom of information & other specific regulations,
except in so far as they have distinctive characteristics in the context of
e-government


Resources required:

- contributions of existing documents and summaries of experience from TC
members
- editorial and writing-up effort to produce a summary report
