Subject: RE: [egov] [FWD: US Revocation of Executive Order 13011]


It means that the CIOs of various executive branch agencies won't be 
able to get together officially to promulgate policies such as 
adoption of voluntary consensus standards set out in virtually 
unenforceable Circulars from the Office of Management and Budget, and 
it follows shutting down the Federal Enterprise Architecture Program 
Management Office in kind if not in particulars. Taken together with 
the ongoing turf shifts in GSA and DHS, in toto I would say that the 
largish contractors are busy behind the scenes seeing to it that 
proprietary solutions from megasaurs are protected. It also pretty 
seriously puts the [blank] to the myth of the Presidential Management 
Agenda for citizen-centric governmental reform.

However, it may actually be too late to put the genie of open public 
standards back in the bottle, and the ethic of collaboration in the 
interest of saving taxpayer monies wasted on proprietary solutions 
may actually be too healthy to suppress.

However, as for the actual PMA, I think you can put it up on that 
shelf with the Mars Mission, the Moonbase, and No Child Left Behind. 
However, big ticket giveaways, like the Medicare Drug Plan, even if 
it hides behind the facade of a social benefit, are still viable.

Even the Republican base are fed up with the spending. Of course, 
they still see only social program spending as bad, but they are now 
balking at the congressional log-rolling that has been done to keep 
the big tickets bouncing along in their juggernaut.

Anyone who is surprised by this better be getting a reality check.
