Excellent suggestion, Tomas.  Perhaps the paper should begin
with a section on the shortcomings of existing approaches, &
the lack of completeness of PKI to solve this type of problem.

If people would like to just send it bullets of the shortcomings
they're aware of, I can turn this into paragraphs.  I will send
out my own bullets today.
