All voting machines are subject to failure from a variety of causes:  machine malfunction, deliberate hacking by humans, accidental human errors in operating the voting system, etc.  Your standards must include a requirement that every voting system  must have a capability for accurate and complete recovery from any kind of failure, and that recovery (by recounts, etc.) must be completely transparent to candidates, their representatives, and the public at large.
