Paul,

I concur here - its important to get the next iteration of EML 4.0 on the
books,
and if that itself is "stable" eg wording and editing completed - no issues
with it
as it stands - then it should go out.

However - doing that also is a great opportunity to announce what you
are working on next for EML 4.5, which then means adopters can see
what is available today to work with - and what the next pieces will
be - and we can get input on both levels.
