Groups - Trusted Logic Voting (TLV) with EML 4.0 (Trusted Logic Voting with OASIS EML 4.ppt) uploaded

Added to this revision is slides to cover providing a secure computing
environment.  This stems from work OVC is doing in this srea in identifying
attacks and counter measures.  The current EML 4.0 does not speak to
certification and prevention thru a secure system environment - the slides
here provide some introductory thoughts.
