I haven't been through it all yet, but I can already find several things where they could easily have used EML instead of reinventing their own.  Most of the work is currently focused on making publicly available the information about the election -- polling locations (plus times and dates), contests, candidates.  But that is just their first steps.
 
Google is providing the "backbone" through their collaboration space.  It also looks to me like there are two primary developers working on the XSD; it is a shame they didn't try EML (or maybe they looked but decided to do their own work).
 
It looks like the PEW Foundation is providing a bit of the funding.  I haven't heard of the JEHT Foundation before but they look very much like another project fund provider here.

Seems like there is already some overlap on the way they have defined candidate...
 
However - a lot of this stuff is very US specific and ancillary to the main vote processing - its logistics around voting.
 
Not sure EML works for them - else they would have used it?

What do we know about this project and the people behind it?  Is it a threat, should we ignore it, or should we encourage them to come inside our tent?  Views please.
 
BTW Our submission has now gone to ISO and Jamie will be doing a note shortly telling us the procedures and timetable from here on.  When we have the date from ISO for their ballot I'll call a TC meeting to discuss our tactics on lobbying etc.
