FWIW - my thoughts are - good that someone is finally making awareness of this issue - because the States / EAC have been MIA on this one completely.  Most citizens are completely oblivious to the issues - even those who are electoral process saavy - because the computer side of it is a closed book to them.
 
The only faint signs on this are what the SOS CA did with EML510 and reporting 2007/8 election results - but the senior executive management there really don't "get it" - they just stumbled into this more by happenschance - because they thought XML would be a "good idea" compared to text formats they were previously using.
 
On the subject of standards - we have Google becoming Microsoftesque - e.g. - it's got to be a standard because we created it and "everyone" is using it...
