EM-Msg SC Meeting Minutes
6-22-04
The meeting convened at 12:00 p.m. EST.

No specific agenda was posted, due to the fact that OASIS has not yet
instituted the CAP developer mailing list for us, which Rex reported
was also the case with two other lists that he knows were requested in
the same timeframe as this one. That was the only pending action item
of note other than the ongoing tasks of building a generic
presentation for CAP to be of general use by all and by OASIS, and the
of building an Implementor's/Implementation Guide, which is largely
tied to the developer list. However, in relation to the dev list, is
the single report we had on
Old Business:
1. Art reported that the first meeting of the PPW Uniform Standards
for Alerting, USA, Working Group went well and included Bill Curry and
Tom Merkle. There was a good initial conversation about general start
up issues such as instituting a monthly conference call. Art said that
Kon Wilms had directed them to some wiki resources to help facilitate
the work of the USA such as MediaWiki, which can be explored at
http://meta.wikipedia.org/wiki/MediaWiki and TikiWiki which can be
explored at http://tikiwiki.org/tiki-view_articles.php which are two
examples of Content Management Software, CMS, which is added here so
we know yet another TLA, three-letter acronym.
Art said that USA had identified four areas with which they are most
concerned:
1. How to represent data
within CAP;
2. Developing a taxonomy for hazards
within CAP Event Categories;
3. Security issues
for
-sender identity authentication and authorization and trust
networks, and
-
physical facilities for network infrastructure such as switches,
nodes, routers, sensors, etc; and
4. Transport mechanisms
Art reported that USA began with 46 initial subscribers on its mailing
list.
In terms of its relationship to the EM TC and EM-Msg SC, Art said that
it is expected or hoped that discussions amongst this group will be
distilled into recommendations TC.
New Business:
2. Kon mentioned that he had become aware of a recent effort to start
work on a NIMS Integration Center within DHS whose ACTING Director is
Marco Burns. This center will take responsibility for overseeing NIMS
outreach, implementation and the development of training programs to
the extent of vetting and coordinating curricula.
Our point of contact with this effort, as far as we could determine is
Bert Coursey of NIST, whose contact info has been forwarded to the
individuals who requested it by Tom Merkle and will be posted to our
mailing list if and/or when permission is received. It was noted this
center is apparently to be situated within the Office of Science and
Technology, OST, in DHS, and our point of contact in that office is
thought to be Nancy Suskey. Tom said he would attempt to determine
this.
