It may be worth pointing out that, per the TC Guidelines 
<http://www.oasis-open.org/committees/guidelines.php>, the criterion 
for "successfully using" is quite inclusive:

>The implementation could really be anything from prototypes or proof 
>of concept all the way up to shrink-wrapped software.

So any organization that's participated in any of the various tests 
or trials since 1.0 was first approved back in August can certainly 
meet that requirement.  And the certification doesn't entail any 
obligation for the future.
