Made some minor tweaks to the proposed Note:

 

Note: only messages that fully comply with the EDXL-TEP specification may be referred to as a “TEP Message.” In particular, individual elements borrowed from the specification or non-compliant message wrappers around such elements shall not be referred to as a “TEP Message.”
