High voltage transmission is usually price as both and access charge and a point to point charge for congestion and marginal losses.  Neither is a function of distance.  

Distribution generally is prices as an access charge and a loss factor.  Distance again is not an explicit factor.  I think we should eliminate distance in the case of electricity T&D.
