Locality is an attribute of a market; don't need a universal market with multiple instruments.

Wants for delivery to "my neighborhood distribute grid" in the Tender message - deliberately not in the Tender.  Was this an extension?

Check message definitions. Location related to market registration, implicit afterward and need not be duplicated in Tender.

Localized pricing per distribution loop, e.g. if only one generator that can feed. If transport congestion...Look up buy location?

Commonality among participants in a market MAY be geographic, grid-related, microgrid=-related.

Could be an extension; what's the purpose? Can implement, though it's not the simple COMMON case?
