Comments on 09 July Draft

Hi

I've just had a quick look at the latest draft (using the "Diff" version
which is really useful).  From reading the minutes from last month [1], I
was under the impression that rewrite entries specifying a relative URI,
will be made absolute using the catalog Base URI in effect.  This does not
appear to be reflected in the draft - is that deliberate or an oversight (or
are my sore eyes failing me)?
