Since we agreed to allow the vote "in time" to make this a 
standard, I will propose that we solve the remaining issue by 
Friday. Then Norm can make a new draft, and we can vote on 
Monday to send it through. If we can solve this issue by Thursday 
(all days Pacific time) that's best.
