I now have the information that Chris is after.
 
The standard does not cover raster or gridded coverages, it deals specifically with features that represent areas of land associated with the forest and encapsulates a data model that allows varying levels of detail and complexity to be stored.
 
The first version of the standard was developed a number of years ago and one of the requirements was that it had to be easy to export to the format from packages such as ArcView3 and MapInfo. For this reason the features are defined using a simple xml schema instead of GML. In the intervening years this requirement has receded and now is probably the time to replace the standards feature storage with GML. This would be a very simple process.

We are definitely interested.  Does the Data Transfer Standard encompass features, gridded coverages and raster maps?  If features, does this inherit the GML feature model?  Very interested.
