The UNESCO Red Book of Dangered Languages is a true PSI source. Did someone mention it before? http://www.tooyoo.l.u-tokyo.ac.jp/Redbook/index.html They even have URLs (nor for each language mentioned, but try http://www.helsinki.fi/~tasalmin/europe_report.html#Romani) I think this is pretty close to what we want to do.
