Rex: In regards to Scope: "Other work may be deemed out of scope by vote of the committee, for reasons the committee finds sufficient during discussion and debate." What is out of scope needs to be defined in the charter, not simply at some later date. The reason for this is that under the new IPR Policy (which will go into effect by the first of next year) organizations who gain IPR obligations through participation in the TC will be obligated to the extent of the scope of the TC.
