Good catch.  It looks like I transposed from 9.1.3.... to 9.3.1... in every case in both documents.  (Dyslexics untie!)
This is a simple editorial change that I could either make tonight (if I get time) or as these docs get subsumed into the appropriate spec chapters.

In Section 13.2 of your proposal, you are referring to clauses 9.3.1.2.X but per the specification that Robert has published to the OASIS website, it looks like they should 9.1.3.2.X.
