Updates on Security Attributes aka Handling Instructions

Good morning/afternoon/evening KMIP TC!

Bruce, Mark, Jerry and myself have been working on Handling instructions, goal is to get all of us together on the same meeting early next week and finalize the presentation to the TC for the following meeting.

We have made progress on the nature of handling instructions and I believe we have a good concept to brief- just need to flush out some more details over the next several days.
