Title: Spec and Issues Doc Ready to Go

Attached is

1. the revised QR Spec, updated with agreements from last week's meeting
2. the issues that we agreed to submit with the spec and raise with the full Court Filing group.

Please review and return any comments/suggested revisions to the issues doc by Friday. I'll send the spec and issues doc to John Greacen on Saturday.
