The document revision named ECF 3.0 Working Draft R5
(legalxml-courtfiling-3.0.zip) has been submitted by Mr. James Cabral to
the OASIS LegalXML Electronic Court Filing TC document repository.  This
document is revision #1 of legalxml-courtfiling-3.0.zip.

Members of the Technical Committee:

The final working draft of the ECF 3.0 specification has been uploaded and
is ready for your review. Our apologies for the confusion this morning.
This file supercedes the version uploaded this morning.

The ECF 3.0 specification is published as a zip archive named
legalxml-courtfiling-3.0.zip. Unzipping this archive creates a directory
named legalxml-courtfiling-3.0 containing the specification document,
legalxml-courtfiling-3.0-spec-wd-r5.doc, and a number of subdirectories.
The files in these subdirectories, linked to from the specification
document, contain the various normative and informational pieces of the 1.0
release. A description of each subdirectory is given below.
    art/
        Diagrams and illustrations used in this specification.
    doc/
        Supporting documents created by the ECF 3.0 Technical Committee and
referenced in this specification.
    mod/
        ECF 3.0 spreadsheet models.
    uml/
        UML domain model diagrams.
    xml/
        Example instances.
    xsd/
        XSD schemas.

When accessing a file through a link in the specification document, you
will see a message that reads "Opening [filename]. Some files can contain
viruses or otherwise be harmful to your computer. It is important to be
certain that this file is from a trustworthy source. Would you like to open
this file?" Click OK. This will open the file in the program that your
computer has associated with the file's filetype.

Specific areas for review that I think the TC should focus on include:

- Codelists - the spec defines several codes and identifies a large of
number of codes for definition by the court in court policy.  Some of these
should probably be defined in the spec (e.g. ErrorCode).

- Operation and Message Business Rules - We included the rules that have
been formally adopted by the TC.  However, some operations and messages may
need more defined business rules.
