FYI. There is interest in the NIEM Technical Architecture Committee (NTAC) in developing a new specification for the management of code lists as an alternative to both XML schema which is not robust enough and Genericode which is not supported by most
tools. Any developments in this area would be of interest to the ECF TC and likely other LegalXML TCs. I am encouraging the NTAC to partner with OASIS n this area. I will let you know what develops.

In short, any 3 OASIS members can start a committee and all participants on the committee will need to be OASIS members. The cost of joining OASIS is provided at
https://www.oasis-open.org/join. The cost for government agencies is much lower than companies (including non-profits). There are also individual memberships.
If we imagine a number of NIEM-related specifications (that is, multiple technical committees) being developed within OASIS, we may want to look into creating a NIEM Member Section at some point. The rules for creating a Member Section are at

At the face to face you mentioned the idea of seeking assistance from OASIS to solve the code table problem. I think this is a good idea and would like to pursue it. First, I want to make sure NTAC is clear on how this process would play out. Can you give me a brief summary of the OASIS process – how exactly would we initiate this? Since we’ve explored the code list issues quite extensively, I’d like NTAC to document the problem we have, how far we got with Genericode and the issues we discovered with Genericode. I assume this would be helpful in standing up a new TC or reinvigorating an existing one.
Also, what are the rules of OASIS participation? For instance, will NIEM PMO need to become a member of OASIS in order for NTAC to participate in this process?
