Sure, happy to do so Jim. 

Dallas, the header was put there to meet a requirement from the TC Process that was added when the concept of the Non-Standards Track work product (aka Committee Note as opposed to a Committee Specification) was first created. Committee Notes are, by definition, not normative. In the TC Process, the Non-Standards Track Work Product definition explains that they are " intended to be informative and explanatory in nature. They are not subject to the patent licensing and non-assertion obligations requirements of the OASIS IPR Policy."

In another section, the Process requires that the disclaimer be on every page. Personally I think it is overkill but it is what we have to do. 

Note though that the disclaimer is only for the patent protection coverage - because there is nothing in the document to implement so no patent protection is required. The copyright in the work is held by OASIS.

I looked at this document and I some comments but first a question.  The header says The patent provisions of the OASIS IPR Policy do not apply.Text Box: [Type the document title]    Is this the way it is supposed to be.  I thought anything distributed within this committee falls under the OASIS IRP.  And if not, who owns the IP for this document?
