Subject: Re: [legalxml-enotary] TC participation reminder
Here is my "a short blurb" :-) I have worked for the Texas Department of Information Resources (DIR) since January 1991. As Senior Policy Analyst, I am responsible for researching and development of statewide information resources technology standards. Prior to joining DIR, I served in the United States Army from 1965-1990. Education - MS & BS in Computer Science. Part of my job is to participate in selected standards and technology related organizations to represent the state's interests and report on the development of new standards and technologies to the Information Resource Management (IRM) community - we currently have over 240 state agencies and universities. Currently we have several related initiatives: Statewide Electronic Court Filing a Step Closer in Texas Courts System http://www.dir.state.tx.us/DIR/press_release_080802-2.html XML Conference October 16 for State & Local Government http://www.dir.state.tx.us/training/XML_Forum/index.html and a draft XML Guideline that includes: Authenticating Signed Electronic Records: http://www.dir.state.tx.us/standards/srrpub15.htm Note: I just found this: A Notary Public for the Digital Age - here is a short extract: Levine, a researcher in NIST's Time and Frequency Division, recently received a patent (no. US 6,393,566 B1) for a system that applies a signed time stamp to any digital file, proving that it existed at a certain date and time in a specific form. The time stamp in the signature is traceable to the NIST time standard. Any user can verify the authenticity of the file and its time stamp. The authentication procedure does not require NIST participation, and NIST does not need to maintain a copy of the original file. If the file or original NIST time stamp have been altered in any way since the NIST signature was applied, the authentication process will fail. The full copy of the release is available at http://www.nist.gov/public_affairs/techbeat/tb2002_0708.htm#Time Cheers - Jerry >>> John Messing <jmessing@law-on-line.com> Wednesday, August 21, 2002 10:53:31 >>> This communication is intended to update the list of participating TC members pending attendance at the telephonic first meeting on September 19. Oasis rules provide:"To become a member of this new TC you must 1) be an employee of an OASIS member organization or an Individual member of OASIS; 2) notify the TC chair, John Messing (jmessing@law-on-line.com) of your intent to participate at least 15 days prior to the first meeting; and 3) attend the first meeting on 19 September. You should also subscribe to the TC's mail list. Note that membership in OASIS TCs is by individual, and not by organization. You must be eligible for participation at the time you time you notify the chair." So far my records show the following persons have complied, subject to attending the first meeting, in chronological order: Manoj Srivastava, manoj@infomosaic.com, Infomosaic Corporation Pieter Kasselman, pkasselman@baltimore.com, Baltimore Technologies Daniel J. Greenwood, dang@mit.edu, Individual member Rolly L. Chambers, rlchambers@justice.com, Individual member Charles Gilliam, Charles.Gilliam@contentguard.com, ContentGuard.Inc. This group includes: robin@isogen.com Diane.Lewis@usdoj.gov tjsmith@itdecision.com robert.zuccherato@entrust.com I would appreciate a short blurb from each participating TC member prior to the first meeting letting the others know something about you, your goals in joining the TC, and your background. I know a number of you personally, and I think it would be useful to all of the members to have at least some brief information about each other going into the first telephonic meeting. Alternatively, a url containing information about yourself that is posted on the web would also be appropriate. Our newest member, Jerry Johnson of the Texas Department of Information Resources. has a broad grasp of developments in the authentication and signature areas involving state and federal governments. For those who may be interested, I highly recommend a draft article that his agency has prepared which is publicly available on the web, as an example of a public agency's emerging views on some of the issues we will be addressing.
