Subject: OASIS Board approves TC Process clarification

OASIS members,

As you know, the OASIS TC Process, the policy document governing work at OASIS, is a product of your Board of Directors. Each July, the Board's Process Committee presents its list of proposed changes to the full Board for consideration. At this year's face-to-face meeting on July 30th, the Board approved an update to the TC Process to clarify a portion of section 3.4 Approval of an OASIS Standard.

Briefly, the TC Process previously stated that, in the event a Candidate OASIS Standard received negative votes amounting to less than 25% of the total votes cast, the TC could "submit an amended specification." However, what would constitute an amended specification and how it would be handled was not clear.

This section now clarifies that in this special situation, the TC may choose to submit an amended Candidate OASIS Standard revised to address any issues underlying negative votes without requiring a public review and that the amended submission will then undergo one, and only one, additional membership vote. This change is in line with practice at other standards development organizations. You can see the actual changes to the text in the change-marked PDF file attached to this announcement.

The updated process is effective as of August 1st.

Please let me know if you have questions on this change and what it will mean in practice.
