The consensus on this at the Bellevue face to face was to have a time interval after the close of the connection at which the will message was sent.  The will message would then be sent either when that time interval expires or when the session is destroyed (by whatever reason).  The primary purpose for this function was stated to be for mobile clients or clients on an unreliable network, it was not desirable to send the will message if the client reconnected within a short period of time.
