Given the broader audience for the proposal, saying "...to enable Telecom providers" seems narrow; certainly this is a specific use case, but can you state a broader use case as well?

The comparison to illuminate the differences will make this a stronger charter.

I agree with Jacques' other comments, and extended to a coordination with the SOA-EERP TC as well.

Based on these legitimate goals, one would expect more argumentation in favor of the approach described at length, compared to what WSQM (another OASIS TC) is doing, and also references to SLA-related mark-up work (WSLA...)
