Wouldn't that narrow the applicability of OData down to 'data services'? At least for me, hence I'm not a native english speaker, putting explicitly 'data services' implies this protocol ought to be considered for services like databases etc. There is much more data out there, some the result of mash-ups, some representing unstructered data, some 'data' that only consists in a transient form, that can be interacted with coming from services that I wouldn't necessarily consider 'data services'. In a bunch of these cases OData might potentially not even be the 'primary' REST interface but an alternate way of making the 'data' available in that service available to all those consumers that are enabled to work with OData providers/services. Just my 2 cents...
